Dr Andre Belo, Graduated Médical School from Padjadjaran University, Bandung, West Java, Indonesia. He started the Volunteer work in 2011. In 2012 he began working at Global Fund for TB, HIV and Malaria Program and volunteering in the Emergency Department at Hospital National Guido Valadares, Díli Timor Leste. On weekends he travelled to remote areas working for Medical Outreach. In 2013-2017 he was working as medical doctor at Presidential Palace. While visiting all villages in Timor Leste with Mr. President Taur Matan Ruak, he used to provide medical treatment for the Community and Veterans who need medical care.

At the end of 2017, together with other our former Minister of Health Dr. Rui Araújo, they established an local NGO called Saude Ba Ema Hotu or well known as SABEH ( healthcare for All). The main area of service is those areas identified as most isolated areas where there is no health facility or health staff available. SABEH is regularly providing direct medical service to about 150 isolated areas with total number of volunteers 379 that composted of medical doctors, nurses, midwives, públic health officer, paramedic, pharmacist, dentists and Nutritionist. All are working voluntarily. This program is funded by volunteers, key board members of SABEH, friends of SABEH and in kind donation from Spend It Well, Rotary Australia, Balibo House Trust, Timor Awakening, Telecommunication company and Timorese People who are working at Diaspora such as in Australia and England.
